Britain and America have hammered out a landmark bilateral deal that will ensure no levies on UK drug shipments going into the US market.

Agreement Details of the Deal

In exchange for the tariff guarantee, the UK has agreed to raise funding on pharmaceuticals through the National Health Service (NHS). This move guarantees that import taxes on these crucial exports will be held at zero for a duration of three years.

This agreement comes after earlier threats to dramatically increase tariffs on patented drug imports, with potential rates floated as high as 100%.

"This arrangement with the United Kingdom strengthens the international landscape for cutting-edge drugs and introduces much-needed balance to transatlantic drug exports," a statement said.

Economic Significance

Medicines represent one of the UK's largest exports to the United States, which is easily the biggest destination for large UK drugmakers.

Statistics show that in the 12 months leading up to September, the UK sold pharmaceutical products valued at £11.1bn to the US. This amount made up a significant portion of all goods exports in that timeframe.

"This guarantee secures work, stimulates funding and facilitates the UK to become a international leader for medical research," the Business and Trade Secretary stated.

Detailed UK Commitments

The pact involves several notable commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it judges new therapies to be unaffordable by 25%.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Refund Ceiling: The amount pharmaceutical firms must return to the NHS to prevent overspending will be capped at fifteen percent. In the past, repayments were more than twenty percent.

Broader Context

This agreement takes place against a ongoing row between the pharmaceutical industry and the UK government over drug pricing and regulatory access.

This friction were heightened by claims that US customers were paying significantly more for the equivalent treatments than patients in the Britain and the EU.

Recently, several significant pharmaceutical investments in the UK have been delayed or abandoned, while major funding commitments have been pledged toward American operations.

The Science Minister publicly accepted that the NHS must spend more on treatments, noting that its spending on drugs had shrunk as a percentage of its resources over the last ten years.
