The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Significant resources is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, endure.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
